I will fill out the contents of this writing later as i am still gathering information and organizing so it is more palatable.
In short, i reached a hardware limitation with the number of concurrent environments that were running. I took down the clusters and reorganized the whole setup, breaking away the control nodes of Rancher into different machines/vms with better hardware. Setup harvester on a underutilized server as another endpoint for the load balancer.
Now sites are balanced between a prime cluster and a flexible harvester cluster.
The harvester cluster is now supporting testing environments.
